Action Against Hunger works to save lives by combating hunger and diseases that threaten the lives of vulnerable communities, through nutrition, food security, water and sanitation, health and advocacy.

We are recruiting to fill the position of:

Job Title: HR Officer
Location: Monguno, Borno
Job Type: Full Time
Start date: as soon as possible
Direct Line Manager: HR Manager

Objective 1
•Oversee the base’s recruitment process.

Tasks & responsibilities:

•Ensure that all steps of the recruitment process are followed accordingly at the base level.
•Liaise with managers to initiate recruitment and ensure proper approval by HR and Finance.
•Manage the posting, advertising and circulation of vacancies and the screening of received applications at the base level.
•Liaise with managers for technical shortlist and to define the interview panel.
•Ensure interviews and tests are done in a timely manner and proper documentation submitted and filed.
•Participate in reviewing written technical test and interview grids for all existing positions and work with coordination team to develop these tools for new positions.
•Participate in the update of a recruitment tracking database and submit to HR Manager on a weekly basis.

Objective 2
•Ensure proper contract administration for all staff.

Tasks & responsibilities:

•Provide all necessary paperwork needed prior to making an offer at Capital level.
•Follow up on contracts dates and contract amendments at the base level in order to ensure that the processing of contract amendments or end of contract documents in a timely manner, communicated, and documented properly.
•Ensure that administrative processes for employee separations are followed properly, and that necessary documentation and information is provided and recorded for the processing of end of contracts.

Objective 3
•Oversee the processing of employee’s salary and benefits.

Tasks & responsibilities:
•Submit a finalized version of all data needed for the payroll to the HR Manager on a monthly basis.
•Liaise with Capital to ensure that all information related to payroll is received and filed in a timely manner.
•Work with the HR team at Capital level to ensure that signed time sheets and pay slips are received, tracked and filed correctly for all staff.
•Support the HR Manager in periodic review of salary scale, benefits and cost of living.

Objective 4
•Support in the mission’s capacity building and career development.

Tasks & responsibilities:
•Support the implement a uniform briefing process across the mission and ensure that it is provided for all new staff.
•Facilitate staff trainings on HR policy and procedure, as assigned.
•Track the performance appraisal due dates for all staff and follow up with managers and Heads of Base to ensure they are received in a timely manner.
•Extract and track relevant training information from performance appraisals and submit to the HR Team at Capital level to be followed in the Mission Training Plan.
•Participate in the research and identification of training opportunities for staff.
•Ensure the proper follow up and filing of all staff trainings.

Objective 5
•Supervise and manage staff under your responsibility.

Tasks & responsibilities:
•Provide day-to-day management of staff directly under his/her responsibility.
•Set objectives with staff under his/her direct management, and appraise their performance in accordance with Action Against Hunger performance management policies, identifying areas where they require support and capacity building.
•Ensure that all HR policies and procedures are followed for staff directly under his/her responsibility.

Objective 6
•Provide overall support to the HR Department.

Tasks & responsibilities:
•Implement and ensure the application of the HR policy on the mission and provide advice and support to employees and managers.
•Participate in elaborating projects related to national HR functioning.
•Provide suggestions on how to improve HR functioning throughout the mission.
•Draft and circulate HR department communications as necessary.
•Ensure the maintenance of Action Against Hunger communication boards.
•In collaboration with the HR team in Abuja, develop and maintain a tracking system for mission statistics.

Qualifications
•Bachelor’s degree in fields related to HR, Administration and Management; masters’ degree a plus.

Skills & Experience
Essential:
•Minimum of 2 years’ experience working in HR and/or administrative support positions.
•Understanding of national labor law and employment norms and practices.
•Excellent verbal and written communication skills.
•Approachable, diplomatic, able to work effectively in diverse, cross-cultural teams in a complex, multi-site work environment.
•Computer literacy including all Microsoft Office programs (Word, Excel, Powerpoint, Outlook).
•Excellent attention to detail, highly organized, rigorous, self-motivated, a strong sense of responsibility, ability to work independently.
•Able to maintain confidentiality.
•Capacity for analysis, synthesis and reporting of large amounts of information.

Preferred:
•Previous experience working for INGOs an asset, particularly health-related INGOs.
•Fluency in one or more National/regional languages an asset.

Job Title: Advocacy Manager and Communications Manager
Location: Dutse, Jigawa
Job Type: Full Time
Start date: as soon as possible
Direct Line Manager: Project Manager

Objective 1
•Expand and improve ACF’s/WINNN advocacy and communication work for tackling under nutrition in Jigawa State.

Tasks and Responsibilities:
•Development of project specific advocacy and communications action plan and provide technical guidance throughout their implementation.
•Develop and drive implementation of the state focused advocacy and communication plan in collaboration with advocacy coordination team.
•Analyse and understand the state government structures, parliamentary and political processes including key decision-making structures and how to influence them.
•Increase visibility and dissemination of ACF/WINNN programme interventions by developing a range of communications materials and other activities for sharing with the stakeholders.
•Identify both global, federal and state events/celebrations and organize awareness-raising events and campaigns.
•Explore media opportunities for broadcasting ACF/WINNN activities and showcasing community initiatives.
•To develop or contribute to the development of advocacy products such as policy briefings, letters, submissions and other advocacy products.
•Facilitate documentation and coordinate the collection of evidence from ACF/WINNN programs in the state to influence state policies and practices.
•Facilitate institutional capacity building of government stakeholders and partners as per ACF mandate.
•Facilitate and create platforms for active and meaningful engagement of citizens with the government stakeholders.

Objective 2
•Collaboration and representation in advocacy fora

Tasks and Responsibilities:
•Raise awareness and knowledge about WINNN objectives and activities.
•Provide Coordination team and State Team Lead with regular updates on the political and policy developments in the State and state level conversations.
•Develop and coordinating partnerships with other parties on advocacy activities (NGO, civil society) and facilitating joint advocacy activities.
•Engage in networking, building relations with State stakeholders to continually inform, challenge and improve advocacy messages and tactics
•In collaboration with the advocacy coordination team, support the development of policy and advocacy materials such as talking points, briefing notes, position papers for ACF.
•Undertake additional coordination as requested by the State Team Lead and Area Coordinator.

Objective 3
•Capacity building and repository of information

Tasks and Responsibilities:
•Responsible for regular progress reports on advocacy activities, outcomes, lessons learned, best practices and challenges as related to the project at the state level.
•Create a repository of advocacy and communication initiatives, tools and documents and support colleagues in the identification, documenting and drafting of best practices and lessons learned from ACF/WINNN interventions.
•Provide context specific, field-level information to national and global advocacy efforts.

Internal & External Relationship
Internal:
•Others Managers: exchange of information and coordination (integrated approach)
•State Team Lead (WINNN):  hierarchical relationship – reporting, exchange of information on relations with Government Institutions and collaboration on the program and operational issues
•Field Manager: Collaboration and exchange of information on operational and security issues
•Advocacy Manager (Abuja): work very closely to provide information and request technical support on project advocacy and communication efforts.
•Media and Communications Officer (Abuja): Exchange of information on media and communication activities.

External:
•Governmental and non-governmental partners: exchange of information, coordination, training, supervision, influence on the choice of technical options
•International and Local Aid Organizations: exchange of information
•Donor representatives: hosting field visits, exchange of information
•Cluster and other coordination forums

Position Requirements
Qualifications:
•Minimum of Bachelor’s degree in Mass Communications & Journalism, Media Studies, Communications Strategy, Development Communication or relevant discipline.
•Minimum of 2 years of relevant work experience at the national/state level in providing communication packages to promote the activities of the organization, preferably in humanitarian and development contexts.

Skills & Experience
Essential:
•Credibility to lobby, network, influence and represent AAH Nigeria at all levels.
•Must be disciplined and able to work autonomously and arrive at decisions and conclusions with minimal guidance.
•Proven ability to learn and adapt Professional, motivated, open, creative, mature, responsible, flexible and, culturally sensitive
•Previous experience with advocacy or communication duties
•Microsoft Office Skills (Outlook, Excel, Power Point, Word)
•Willing and able to be based and travel regularly within remote areas, where services are limited.
•Excellent writing/editing, analytical and verbal communication skills
•Fluency in English and Hausa (written and spoken)
•Good written and oral communication skills
•Commitment to ACF mission, values and policy

Preferred:
•Advanced knowledge of donors’ guidelines/procedures
•Excellent knowledge of Microsoft Package and Adobe Photoshop
•Good understanding of all three ACF’s technical sectors is desirable
